Position Overview
Principal Procurement Specialist is a professional, administrative as well as technical work position in supervising a whole team responsible for the procurement of various equipment, materials, and supplies.

An employee for this work is entitled to supervise the procurement team engaged in a wide range of high-volume procurement activities. The employee is responsible for assigning work to his/her team commensurate with job level. Additionally, the employee processes and negotiates high dollar value, complex acquisitions which require preparation of market and product research, cost analysis, review of specifications, and development of special contractual clauses. The job is performed under the general supervision of an administrative superior. An in-depth knowledge of the State, Regents, and University procurement policy and procedure is required along with analytical judgment in the performance of the duties associated with this position.

Academic Qualification

Degree from an accredited college/university or hold a procurement professional certification.

Professional Experience

Minimum of three years Educational buying experience.
Minimum of five years Private or Governmental Industry buying experience.

Roles and responsibilities

Conducts market and product research and costs analysis.
Analyses vendor terms and conditions and revises to ensure compliance with state regulations.
Assists in the developing and recommends various operational policies and procedures within the framework of state procurement rules and regulations.
Trains campus users on procurement rules and procedures.
Addresses specific procurement needs and specifications with the department.
Supervises an office staff engaged in the processing of procurement documents such as specifications bids, shipping releases, purchase requests and other documents.
Assigns work to team members commensurate with job level.
Prepares periodic and special reports and maintains current data on vendors and new products as well as appropriate records and form.
Purchase various commodities and/or services including high dollar value construction projects, IT and research equipment requirements.
Assists and cross-trains other buyers on their team and within the office.
Performs related work as required.

Competencies

Thorough knowledge of procurement methods and procedures.
Thorough knowledge of procurement laws of the State of Georgia and corollary state and university procurement rules and regulations.
Considerable knowledge of a wide variety of technical supplies and materials.
Considerable knowledge of record keeping methods and procedures applicable to procurement.
Knowledge of the basic principles of management and ability to supervise the work of others.
Ability to interpret contractual documents and prepare statistical reports.

Salary ranges depending on the experience. Typically, the average salary for a Principal Procurement Specialist in India is around Rs.3 lakhs to Rs.5 lakhs annually.
