Position Overview
Procurement Consultant is responsible for all the tasks pertaining to the Consultancy Department within CPD. He/she is accountable for the procurement of consultancy services based on PPL and Procurement Rules and Procedures.

Academic Qualification

Minimum Master’s Degree in engineering, management, administration, economics, public policy, business or any other related fields.
Candidates with Bachelor’s degree can also be considered, if they have specialized diploma / certificate in procurement, from reputed international institutions

Professional Experience

Must have at least 2 years which should be extensively related to procurement of consultancy services with government and NGOs or international donor funded projects.
Candidates with work experience in many countries are preferred.

Roles and Responsibilities

Review consultancy services procurement notices and ensure wide dissemination of procurement opportunities.
Support preparation of technical and financial proposals and the management of the proposal opening process and preparation of the minutes of the proposal opening.
Conducting contract negotiations and provide guidance on matters that could be negotiated.
Review standard contract documents for signature.
Render advice on preparation and issuance of award notification to successful firms and publication of award notification in accordance with required provisions of Law.
Advise PEs with contractual matters that may arise - amendments to contract, extensions and any other related issue.
Support preparation and maintenance of all case files for the assigned procurement cases including filing of all case related documents, safe custody of securities, etc.
Prepare progress updates of assigned procurement cases as and when required.
Give guidance at various stages of procurement to ensure adherence to applicable procurement procedure.
Any other task assigned from time to time by Consultancy Services Manager/CP Director

Ability to work with individuals and teams in finishing tasks that are needed soon, high priority and sensitive;
Must have the ability to think analytically and strategically;
Must have the willingness and enthusiasm for working in an environment with many different stakeholders, with varying interests;
Excellent computer skills in Microsoft Office tools (Word, Excel, Access, and PowerPoint) and Internet use;
High level interpersonal and relationship-building skills;
Ability to communicate and work effectively with persons of various cultures and religions;
Excellent ability to determine and review priorities, plan and meet deadlines;
Ability and willingness to work in a high-pressure environment and insecure post-conflict environment;

Reports to – Senior Procurement Consultant

Salary: Salary ranges depending on the experience. Typically, the average salary for a Procurement Consultant in India is around Rs.10 lakhs to Rs.15 lakhs annually.
